The Niagara International Transportation Technology Coalition (NITTEC) is seeking an Operations Manager. The Manager will supervise and coordinate activities of personnel involved in performing the internal duties of the Traffic Operation Center (TOC). Become directly involved in the operational response to emergency incidents/crashes that occur on the regional transportation network. Address and resolve operational issues that may occur during the day-to-day operations. Provide additional operation technician support to the TOC during high volume or major event periods.
Prepare work schedules and assign duties to operations personnel to ensure efficient operations and proper staffing levels. Direct employee training to improve efficiency and ensure conformance with Standard Operating Procedures. Conduct staff meetings with personnel to discuss operational problems or explain procedural changes. Develop and implement yearly TOC staffing and fiscal budgets.
Responsible for the development and implementation of the TOC policies and procedures. Meet with Coalition Members to develop response protocols and policies. Compile procedures and develop Standard Operating Procedures Manual for all TOC activities. Assist with the planning and the development of the Concept of Operations documentation for system changes and upgrades within the TOC. Conduct Quality Audits of TOC response protocols and procedures. Coordinate the NITTEC Construction reporting activities. Produce monthly reports of TOC activities. Coordinate and conduct meetings with various stakeholders to develop Traffic Management Plans for regional special events.
Represent NITTEC and provide guidance to the TOC Committee, Western New York and Ontario Incident Management Committees, Construction Coordination Committee, and Border Crossing Committee. Work with Committee Chairs to develop yearly work plans, meeting agendas and performance measure reports. Build consensus amongst Members for consistent TOC procedures and Dynamic Message Sign (DMS) messaging within the region. Conduct outreach meetings and provide TOC tours for Coalition Members and stakeholders. Develop and conduct Highway Safety Awareness Training Program for first responders. Oversee other NITTEC training (On-scene Exercise) and public education (Steer-it/Clear-It, Move Over) programs. Build consensus amongst Members to resolve issues and establish criteria for consistent border delay messaging within the region. Provide oversight of the development of future traveler information.
Establish and develop performance measures for the TOC activity and the impacts of incidents and congestion on the regional network. Provide input and continually enhance performance measures to follow industry best practices and show the effectiveness of the Intelligent Transportation Systems (ITS). Establish regional construction project reporting and conflict resolution procedures. Conduct stakeholder meetings for large multi-jurisdictional construction projects.
The position requires excellent verbal and written communication skills to present information to individuals of various organizations. Must have good organizational and negotiation skills.
Previous management experience in a 24/7 operations environment. Must be able to function independently with little or no supervision. Staff managerial experience with a customer service oriented background.
A Bachelor’s Degree in Business or Engineering is preferred. Additional consideration given to traffic operation certifications or experience. Relevant management / administrative work experience in the transportation field is preferred.
The salary range is $80,631 to $113,734. Final salary will be determined based on experience and qualifications of the individual selected.
